  • USEPA turned 35 on December 2 and celebrates its 35th (Salt Lake Tribune, December 3), but the EPA's own history of accomplishments has zero reference to the SDWA?
    Commentary: It is always easy to take potshots at a huge bureaucracy that has to exist in the swirl of national partisan politics. There is almost no decision that EPA makes that doesn't aggravate and frustrate one or more major constituencies. However, it is appropriate on the 35th anniversary of the birth of the USEPA to recognize the significant accomplishments of the agency. Most important is to acknowledge the agency's thousands of qualified and dedicated civil servants who work every day to protect the public health and the environment regardless of who's wielding the political clout. Happy Birthday, USEPA!

  • "Federal Water Requirements: Challenges to Estimating the Cost Impact on Local Communities" (Government Accounting Office, November 30)
    Commentary:  This GAO report touches on the difficulty EPA has in addressing the requirements of the SDWA and other congressional mandates in assessing the costs and the cost-benefit impacts of drinking water regulations. A recent example of a controversial cost assessment by EPA is the new Arsenic MCL. The early indications from estimated costs of projects in Arizona and other states suggests the compliance costs may be significantly higher than the EPA regulatory estimates... and the actual small-system impacts are not yet known.
