  • Capacity Development: The 1996 SDWA amendments established new requirements on the primacy states for improving the ability of small water systems to meet DWS. Section 1420(c) required states to develop and implement a "strategy to assist PWS in acquiring and maintaining technical, managerial, and financial capacity." (aka TMF) USEPA requires states to make triennial reports to the Governors. 
  • Questions raised about Ohio EPA's ability to regulate with staff/funding cuts (Canton Repository, October 9) (Note: While the drinking water regulatory program is part of Ohio's EPA, this article does not suggest that the DW program itself is underfunded.)
